Raytheon Subcontract Program Manager (SPM) in Tucson, Arizona

Subcontract Program Manager (SPM) will manage multiple jet engine propulsion suppliers providing various thrust and platform speed capabilities. The SPM will report directly to the Supply Chain Supplier Engineering Director, and indirectly to the applicable Program Management Team. The SPM is the key point of contact and is responsible for leadership of all activities related to the development and production of hardware subsystems deliverable to multiple Programs/Product Lines. The SPM provides both strong programmatic and technical leadership to the propulsion supplier to enable flawless execution and will be the Supplier Integrated Product Team Lead across all functional organizations to ensure that proper staffing is in place and the timely delivery of products and services are in accordance with the contract(s). These products are technically complex and are critical components for the Missile Systems business. The SPM is responsible for the overall deliverables and performance of the multiple jet engine propulsion suppliers utilizing a Raytheon team comprised of one or more Supplier Engineers, REA’s, Subcontract Managers and Supplier Quality Engineers. This position will be located in Tucson, Arizona. Responsibilities include, but are not limited to: Develop and manage a strategic relationship between RMS and the jet engine propulsion suppliers which provides the foundation and platform for future mutual success Partner with the Material Program Management and Engineering Leads across the RMS portfolio to ensure successful execution of all jet engine propulsion supplier contractual commitments. Drive the jet engine propulsion suppliers to improved technical performance and successfully reduce non-conformances with through RCCA. Support major proposal efforts within Programs including ROMs, NTEs, and firm proposal BOEs. Develop Annual Operating Plan(AOP) in support of RMS Programs and Product Line financial plans Quarterly Estimate At Complete (EAC) and monthly Latest Revised estimate (LRE) development. Will be the Control Account Manager (CAM) for the given Jet engine propulsion supplier’s material control accounts. Acts as the Jet engine propulsion supplier Affordability IPT Lead supporting multiple Program affordability initiatives with a drive to create “commonality” across multiple RMS programs. Provide direction at various levels to multiple programs and functional support representatives (Team of 5) who are responsible for the day-to-day execution of our programs ensuring support for current program milestones. Interface extensively with internal and external Stakeholders in current performance of existing contracts and in establishing key growth strategies, development of technology roadmaps, and ensuring opportunity pipeline for jet engines is robust. Prepare and present executive briefs to senior executives, internal and external Customers. Develop and execute recovery plans for negative variances (cost, schedule, performance) arising from program execution. Develop/exercise control systems and reports that accurately measure progress and identify potential problems in sufficient time for corrective action to be taken, and ensure the meeting of contract commitments. Drive a culture of agility and flawless execution throughout the organization. Managing and executing the program affordability plans and roadmaps. Frequent (25%) travel to this Supplier or sub-tier supplier located in multiple domestic locations, will be required to assist with programmatic and technical issue resolution. Required Education, Skills & Experience: Bachelor's degree required in engineering or other related technical field or a degree in a related business function with at least 10 years of direct related technical experience and/or training. Minimum of ten (10) years progressive experience; preferably managing mid-to-large sized control accounts or small to mid-size Programs, in a complex and dynamic environment. Supply Chain, Production and or Business Management experience in a highly regulated environment Secret clearance - A minimum of a current, final Secret security clearance with a current investigation date on the first day of employment. A current investigation is defined as an investigation not older than five (5) years. Applicant must also be able to obtain approval to participate in Special Access Programs Strong technical and program management background; preferably with demonstrated success developing creative and innovative solutions for technical and programmatic business challenges Desired Education, Skills & Experience: Master’s degree required in engineering or other related technical field or a degree in a related business function with at least 10 years of direct related technical experience and/or training. Experience in Defense and/or Aerospace jet engine developmental, flight test, qualification, production and post-production efforts Working knowledge in the Engineering disciplines of Systems, Electrical, Mechanical and jet engine propulsion design, reliability and application At least the equivalent of RMS PM Certification Level 4 or ability to obtain Level 4 within 12 months Experience with complex systems with significant financial impact Supplier Management Experience and Program Customer Interface Basic knowledge of: Earned Value Management (especially in a PRISM environment) Understanding of Raytheon IPDS and Gating Processes Demonstrated problem solving using innovation and ingenuity to reach solutions that are aligned with organizational objectives Ability to influence organizations and people without direct authority Security Clearance: This position requires the successful issuance, transfer or maintenance of a Secret security Clearance with the ability to obtain clearance for Special Access Programs. Non-US citizens may not be eligible to obtain a security clearance.
